It is not a violation of the Terms of Service for another user to add you to their Friends list, because it does not grant them any special access to your journal. It only allows the user to read your public entries on their Friends page, instead of going directly to your journal. While you cannot remove yourself from the user's Friends list, you can hide their usernames from your Friend-of list.
